Job Description

THOR Solutions is actively seeking a highly organized and analytical mid-level Project Analyst with strong expertise in JIRA to support Navy and Department of Defense (DoD) programs at the Naval Surface Warfare Center Panama City Division (NSWC PCD) in Panama City, FL . Specifically, the Analyst will support the Landing Craft Air Cushion (LCAC) and Ship to Shore Connector (SSC) Expeditionary Command, Control, Communications, Computers, Navigation (C4N) In-Service Engineering Activity (ISEA) at the Naval Support Activity Panama City location.

Typical responsibilities include but are not limited to, the following:
  • Utilize JIRA extensively to manage project workflows, track epics and user stories, document issues, and ensure timely resolution.
  • Collaborate with business units and stakeholders to gather, define, and document business and financial requirements.
  • Conduct financial analysis including budgeting, forecasting, variance analysis, and financial modeling.
  • Translate business needs into functional specifications for technology teams and support User Acceptance Testing (UAT).
  • Develop and maintain reports, dashboards, and visualizations to communicate insights to leadership.
  • Partner with project managers and development teams to ensure timely delivery of business requirements.
  • Identify and recommend improvements to business processes and financial efficiency.
  • Maintain documentation including process flows, business rules, and data dictionaries.
Location : Fully onsite at local NSWC PCD (Panama City, FL), with possible local telework as approved by government.

Travel: Up to 10% travel is anticipated.

Typical Physical Activity : Primarily desk/computer work in an office environment. May involve: repetitive motion. 

US Citizenship Required : Due to the requirements of the federal contract that this position supports, U.S. citizenship is required. Citizenship will be confirmed via I-9/E-Verify at the start of employment.

Existing Secret Security Clearance Required : This position requires a DoD Secret security clearance. Only candidates with existing full or interim Secret security clearances will be considered.

Required Knowledge, Skills, and Abilities: 
  • At least five (5) years of recent, relevant professional experience providing programmatic, financial, or administrative support.
  • Experience working in Agile or Scrum environments.
  • Strong proficiency with JIRA for issue tracking, workflow documentation, and project management, including ability to troubleshoot and train team members on JIRA usage.
  • Strong financial acumen with experience in budgeting, forecasting, and financial reporting.
  • Ability to create accurate documentation, reports, whitepapers, and briefings.
  • Experience with Atlassian Confluence.
  • Proficiency with common productivity software including Microsoft Office tools, including Word, Excel, PowerPoint, Teams, Outlook, and Planner.
  • Excellent communication skills with the ability to convey complex ideas to both technical and non-technical audiences.
  • Detail-oriented with strong organizational and problem-solving abilities.
  • Ability to respond to requests that require quick turn-around.
Additional Preferred Knowledge, Skills, and Abilities: 
  • Bachelor’s degree in Business Administration, Finance, Accounting, Information Systems, Project Management, or another relevant field.
  • Relevant certifications such as:
    • Atlassian Certified Associate
    • Atlassian Certified Professional
    • APC100 JIRA Administration for Data Center and Server
    • APC120 JIRA Administration for Cloud
    • Certified Scrum Master (CSM)
    • PMI Agile Certified Practitioner
  • Knowledge of accounting principles and/or government finance/contracting experience.
  • Experience with data manipulation and analysis tools such as SQL or Tableau.
